| 内容記述 | In previous journal number 48th of our junior college, my thesis dealt with the declining or impoverishment of living standard concerning elderly people, and analyzed their factors. Firstly, it focused that impoverishment of elderly people was due to failure of the regulationin social security system according to regulation theory. Secondly, Aging in Japan was possible to predict such situations based on demographics since 1980's, therefore, and possible to do that fiscal expenditure of annuity insurance, medical insurance and care insurance would increase with aging. That reason why, government could get out of the trap of economic growth strategy, or not tried to get out of it. As result, government had to get debts deficit bonds beyond trillion yen. I called such situations "failure of regulation" in that thesis. This paper deal with a problem of national budget concerning elderly people in journal number 49th of our junior college. Especially I focus on a problem of reduction and restraint of the budget distributed to the Ministry of Health, Labour and Welfare. It's analyzed about a possibility of the reorganization of national budget concerning elderly people. When government is keeping reducing and restraining budget allocation to elderly people, persons with disabilities and people who need support, their life won't consist any more the near future. By a relation with failure of a regulation of a social security system, I refer about the theory of Prof. Taro Miyamoto's community which cooperates each other. I think his theory claims attention very in formation of citizen autonomy. |
