Firstly, it focuses that impoverishment of elderly people is due to failure of the regulation in social security system according to regulation theory. Secondly, Aging in Japan was possible to predict such situations based on demographics since 1980’s, therefore, and possible to do that fiscal expenditure of annuity insurance, medical insurance and care insurance would increase with aging. That reason why, government could get out of the trap of economic growth strategy, or not tried to get out of it. As result, government has to get debts deficit bonds beyond trillion yen. I call such situations\" failure of regulation\" in this thesis.
